Rule packs with a map?

First, a definition: A rule pack is a collection of modified settings files (such as ARTRAITS.TXT) that the player copies to the "Data" folder to play a specific map.

I was thinking about creating a map based on the Ultima 5 story some time ago, but dropped the idea when I noticed that I can't really model the growing experience levels of the party by using the units in H3 alone. For example, I thought about using an Archer for Iolo, but how does one "upgrade" an Archer up to 8 times to model the 8 experience levels in U5?

Going Archer -> Elf -> Marksman -> Grand Elf -> Archmage -> Zealot -> Cyclops King -> Titan is of course a possibility, but the first five levels are hardly that much different from each others and one can't fight too many "epic" battles with just one of them. But if I gave Grand Elves 200 hit points and other upgrades accordingly, one could play an RPG style map somewhat feasibly with just one unit of each type.

I suppose such a "party" wouldn't consist of more than three characters (Iolo the Bard, Shamino the Fighter and Mariah the Mage with Avatar as the hero, most likely) as those upgrades would have to be done as quests.

But the question is - would such a map ever get played as it requires a bit more than just launching H3 and playing?

You kinda missed the point..

Is it a feasible assumption that a map with accompanying rule pack would be played, as it isn't just "launch & play" anymore like with all the other maps?
