A culture gnawed by poor education then accentuated by irresponsible birth rates, gangs, drugs trafficking, also, least but not least, a solid animosity against western values and culture, out of frustration.
A minority among them who didn't choose to experience the above just made it very well. The others keep struggling and no external action can help, it must come from inside. Repeating again and again what you said does nothing but delaying it.
