Yep, just remember that it takes effort to make that happen. You have to have your dex out and try to communicate, and it will take some time even then. Once it has a pokemons patterns down though, any of that type can talk to you. Ie ..once it learns how to talk to any ratata it can talk to ALL ratata but NOT it's evolved forms. Though it will be able to translate some of it, and take much less for the pokedex to learn the new language. That works in reverse also (so learn a Pikachu's language will help learn Pichu's)
I 'cheated' the first few times to let people know it was able to do that though.
Oh and since your groups pokedexs can communicate with each other, if one learns how to talk to a specific breed of pokemon, they all can. Soon, with effort, they could be able to talk to ALL pokemon that can talk. (Some such as any caccoon pokemon can not talk)

UM lol it has been awhile, let me look through the pages, think I have it some where..still called EV's though.
Ev's are 3 every level. However, all 3 of a single level must be assigned to the same stat.
Edit: Now mind you that there is a maximum number of EV points you will ever get. Which is 255/4 (64 in one stat max) and 510 (128 total) so once all of those are assigned you won't get any more. Now since 128 and 64 do not divide by 3 evenly if assigning all 3 would put you 'over the limit' then you may just assin enough to reach the limit and put the extra point somewhere else (unless the 128 limit is reached then it is just lost).
Note that ev's are gained once a pokemon becomes 'yours' and prior levels don't count nor get EV's. It will take 43 levels (about) to max out Ev's.

Since I am not sure how many levels you have had Vi, I am going off of level 10 for now (so 4 levels worth..4 sets of 3 Ev's for a grand total of 12 EV's) assigning them now.

Great. Though, I'm not sure if those safari ones have leveled 4 levels since I got them. Maybe they have, but it has been so long I can't recall.

Yeah for sake of arguement since it has been so long, right now I will just go with the 4 levels for all pokemon right now. May even go off of it for future pokemon just for sake of it being easy. Since 43 (ish) levels to max out is easy enough to do.

Edit: Lol and poor Jeremy. He's going to have a ghost parked near where he sleeps every night. Oh and since they don't enjoy light, most of the time during the day it will stay in the pokeball.

I will be using the move set of a Umbreon, and a Haunter for it. This one will not evolve.
Still need to work on stats, however.
As for the Salamander..Thinking Mr. Mime for the Psychic..and guess Umbreon for it's dark also.
